The Regulations:

Typically, an administrative agency charged by Congress with writing regulations follows a procedure which includes Notice, a period or opportunity for public comment, and publishing of proposed regulations in the Federal Register.

(I hope that the PPA knows this and realizes its significance, but we should notrely upon them.)

As a first step, can someone with ACTUAL`knowledge comment on the likely process for promulgation of regulations under the UIGE Act ?

Secondly, we should identify possible areas which are grey enough to have a shot at influencing the interpretations:

1. Non-Coverage of poker as a business

2. Non-coverage of poker as a game of skill

3. Coverage of States which do not expressly outlaw Internet poker

4. Intrastate internet gaming rules, to allow states to aggregate with other states, just like is done for PowerBall

5. Rules regarding the requirement that any regs NOT interfere with non-prohibited transactions

6. Exemption of EFTs and ACH transfers (We can expect help in this area by the Banks efforts.)

Those are all good.

Also, limiting the regs to prohibiting banks from direct transfers to gambling sites, or to third party payment services whose SOLE purpose is funding prohibited gambling.
It would be nice if 3rd party sites that have other legitimate purposes were excluded.
