Are there any reputable casinos that lets you deposit and withdraw using Paypal? I have a friend who doesn't have a neteller account and basically just wants to gamble with this own money.

If he is in the UK he can deposit to Betfair with it. Maybe some other European countries too. It's not an option for people in the US.

No, it's against Ebay's terms and conditions to use paypal for any form of online gambling. They are full supporters of the new bill and they have been known to confiscate all account funds if they suspect someone is gambling with their money in paypal. There was some threads about this all over 2+2 in the past year as well if you want to check some of them out. (ebay owns paypal)
