Wouldnt it be simple for the gaming sites to create shell companies specifically for withdrawing and depositing money, that way banks wouldnt be dealing with gaming sites and everything would be legit.

Surely it would still be illegal for money to be tranfered from the shell to the gaming site.

The transaction would ultimately still qualify as a violation of law and would be frowned upon as an acknowledgement of wrong doing. It is easier to defend actions owners with "Our attorneys reviewed the law and we don't think it applies to us." than "This law makes what we do illegal so we need a shell company to pass money through to continue operations."

But shell to gaming site would both be oversea companies so therefore not under US regulations. For example i buy somthing over the internet from a company in europe. That company then goes and deposits money in2 a poker site, how is that illegal?
