My question is, if he had called here on 6th street, is it better to check or bet on the river when I fail to improve?

It's is a nice bluff,& given your description of this player,I believe that it would work at least 1 time out of 5 in those hands where he held 2 small pair,enough to make a profit.Also,if it fails,you can probably derive some future value by showing the bluff hand down.
