Mr K., you stated you dont see where ISP's will be effected.

In regards to the phrase "Interactive Computer Service",
one poster on here said that is the gov's definition
that's also used on a kiddie porn bill to describe
anything from a server to end-user and basically
anything in between (ISP?)....Any truth?

I do realize that they originally had a seperate
bill for the ISP issue...No chance they merged them
together?

Could it simply mean that servers hosting Banner Ads, aff-ads,
other links, must take them down?...I could see this
as being the primary target.

that was my post, and it is unquestionably correct. this is the exact text of the definition of ICS referred to in the IG bill:

( 2) Interactive computer service
The term “interactive computer service” means any information service, system, or access software provider that provides or enables computer access by multiple users to a computer server, including specifically a service or system that provides access to the Internet and such systems operated or services offered by libraries or educational institutions.


It is Section 230(f) of the Communications Act of 1934, which the IG bill cites in its defintion of ICS on page 220.

Here is the heading of 230(f)....

§ 230. Protection for private blocking and screening of offensive material

offensive material in general, but the genesis was kiddie porn, though that isnt particularly relevant, how broad the definition of ICS is the problem, and what does "system" mean.

I didnt search for regs on 230(f), I doubt there are any.

There is some confusion here to ICS as to what it applys
to in this bill.....It may just be trying to block sites such
as Neteller, etc as I am sure one part of the bill
addresses this...The rest is kinda hazy.

We still need a more official interpretation.
