Won't Affiliates become very important to Poker sites now?

With the current legislation, and the likely changes to the uninformed armchair poker players in the U.S., won't this essentially put more value on the work that affiliates will provide? Specifically, couldn't the affiliates be the communication channel that these players need for financial transactions and access?

I hope I'm articulating this well. Essentially, couldn't the gap of knowledge required to get around this current legislatin be made up somewhere, namely the affiliates?
