How does this bill affect Non-US citizens ?

I apologize if this doesn't require a new thread, but I don't think this question fits any where else. How does the bill affect non-us citizens who are legally in US on visas like F-1, H-1 etc. ?

Is it because my Neteller account is funded by a US bank ? If I move that to a foreign bank, there shouldn't be any problem. Right ?

if you're not going to actually live there, you can fit like, infinity people in a place in the bahamas. $3k per month divided by infinity residents is pretty cheap.
