What should be done in this situation? Should I just bet out the turn as well and fold to a rise? I thought I was giving permission to steal but with that river bet he told me he had it. The guy doesn't look like a good player if that helps. Thanks.

I think the turn check is fine. If he checks behind, maybe VB/block river.

As played, good turn call. River c/f seems fine as well.
