Quick bonus question

I've decided to start bonus whoring because I'm running terribly, and I have a quick inquiry. When a bonus is "500% up to $500" or what have you, what exactly are those numbers referring to? This may seem dumb, but there are several possibilities in my mind here.

Normally, that would mean, the max bonus is "Deposit $100, get $500 bonus".

Some roguish (or braindead) casinos explain this kind of ambiguous stuff in whichever way they consider most profitable.
