I tried searching the forum but could not find what I was looking for. What is the formula for determing whether or not a Casino Bonus is EV+ or not?

depends on the bonus.

If its a cashable bonus you multiple the amount you will have to bet (WR) with the house advantage of the game (.005 for blackjack).

That will give you your expected loss. If its less then the bonus its +EV
