Feel like i played this fairly well. I've been trying to improve my river play. How's my river bet? Villian is LAG preflop and passive post flop.

Beautiful. Nothing you can do about the river-- he missed his heart draw.

Maybe a slightly bigger flop raise? I have a tough time thinking he'll fold to 3$ but will call 2.5$.

I think you have a good point here. I should have tried to squeeze a couple more BB out of him on the flop. I have been looking for places to get those extra BB/100 and i think missing 1/2-1 BB in places like this might be a leak.

definitely raise more on the flop. he'll call $4 (pot sized raise), then you'll be able to bet more on the turn.
