Joe and Fred each own a horse and they both like a gamble.
Now Freds horse is a superior runner , whereas Joes horse likes to run, but will never be as fast as Freds. Every day Fred propose a race beetween the horses to Joe, if he accepts a race Fred will put 1000$ in the pot, Joe 1000$ and Freds wife will too put 1000$ in the pot, giving Joe the chanse to win 3000$. And he will continue to offer this bet every day regardless of the outcome of any given race. Now Freds Jockey lets you in on a little secret. 20% of the time Freds horse will refuse to cross the winning line, there is something not right with its psyche. On all other occasions it will absolutely trash the opponenent and there is no other way for Joe`s horse to win accept when this freaky occurence takes place.

Can Joe in theory accept and decline the propose at some frequency to make it a winning bet?

Not unless there is a pattern to those 20% occurances. If, for example, the horse won't cross the line every fifth day, you could win every bet. But if it is random then there is no way to make this a winning bet.
