Upon cashout Party is giving 25 to join PPA which cost 20. No restrictions. Obviously not worth much but for those who dont want to do the 20%(or 15% I dont remember) bonus its a free 5 bucks. Its for a good cause and you get a free membership. My guess is that they are going to stop honoring that 20% bonus because they were getting tired of getting ripped up by all the BWs.
