What would you consider to be the best time to contact your Senator regarding this legislation and why? Should it be ASAP or does it make sense to wait until the bill becomes scheduled for a vote?

I think it'd be a good idea to get an idea ASAP of where all 100 senators stand on similar legislation -- I'm sure there will be some weasels, but we should try to figure out how many weasels.
