It has no impact - Procedural votes are almost always party line and have nothing to do with the matter at hand in an underlying bill.

I would also clarify, that vote was on the previous question (not the rule which was adopted by voice vote)....

The vote was not a vote on the rule - the rule was adopted by voice vote (meaning unanimously). I wouldn't read too much into the procedural vote.
