I read the other threads which suggested it WAS account-specific, but noticed there is also a public URL:

which they usually only have for universal bonii.

Is this one account-specific or not? (I didn't get any popup or email)

It IS account-specific, Teddy. If you didn't get a pop-up, the codes won't work.

The 15% bonus is account specific. People without the offer put in the code and did not get the bonus.

I meant to say that the 15% one was also account specific. So, no. That one won't work either without a popup/email first saying you are eligible.
