quick party cashout restricted bonus question

what does this mean? clearly i have time left and hands left, but the bonus is exhausted. does exhausted mean cleared, or elapsed, or something else? thought it would be better to ask here before e-mailing party.

Exhausted: A bonus is considered exhausted if the total restricted balance (without any money in play) of a pending cash out restricted bonus drops to $10 or less.
