You will just have to wait for them to offer a sign-up bonus. Stars doesn't always have bonuses.

Promotion did not expire according to the webpage. I would just download right from that page (top left corner there is an image you can click) I dont think it matters where you download it from as long as you use pokerstars.com

Limits you play dont matter, just the base FPPs. All of the info is on the site.
