What's with all the black diamonds w/ white ? in the new magazine???

Using Mozilla Firefox everywhere there is an apostrophe it is replaced with a black diamonds w/ white ?....that symbol is also showing up in other places as well...

with IE instead of that symbol it appears to just be the ?....any ideas why that is happening? I've seen it in past articles...but this month there appears to be sooooo many that it's actually kinda distracting...

For Firefox:

"View -> Character Encoding -> Western" Should fix it (it does for me)

The page source seens to set Western (ISO 8859-1) encoding, but for some reason Firefox wants to use Unicode (UTF-8) encoding for the Magazine articles for some reason...
