Generally putting in 50% of a raise is considered a raise and so he would be required to put in the $100 more to make a min raise. However this rule does differ from casino to casino.

Was it NL? The half bet rule usually only applies to limit. But if it was say three one hundred dollar chips, wouldn't he then have to put in the minimum raise?

Every room I have played in has used the rule that a player who puts in at least 50% of a raise must complete the raise in either limit or No Limit (most of the time there is leeway given to the player who immediately declares it to be a mistake and pulls back the extra chip before any action follows). Though some posters have indicated that that some rooms use the rule in No Limit that a bet that is anything less than the minimum bet is only a call. Ithink that the latter is a terrible rule because it turns clear an unambigious raises into calls. Two examples come to mind. A Player bets a stack of chips that actually is 21 chips. Another player wishing to raise pushes out two stacks of chips which are 20 chips each. This is technically not a full bet so under the latter rule it would only be a call, even though its obvious that the player intended to make a minimum raise. The second scenario is similiar. Player A makes a bet of 1 stack, Player B seeking to make a minimum raise pushes out two stacks (but it turns out that Player B's stack is dirty and has one chip of a lower denomination. Again its obvious what the player intended but this would be ruled a call.
